The dawn of the universe after the dusk and presence of the Moon are the clues for the sight of the Sun in different places depending upon the predetermined revilement of the earth around the Sun.  Its reflection from the  earth on to the Moon and back to the earth forms the main clue for astronomy thus reveal cosmography.

The events that occur in the universe are of the Supreme power of God who holds the control of the upper portion of his creation called "OM", according to Bhagavat Gita (Chapter VII & VIII) the reactions of the sun, Moon, earth and birth of any movable or immovable being are the essential clues for predictive astrology of a native and similarly of the chart of his country.

The cause and effect of the above phenomenon are the basic clues for the predictions of horoscopes depending upon the individual or country's.     Sanchita, Agama and Prarabdha.  These three aspects are the manifestation of the clues and are cycled once in 12 years in a horoscope according to the place and time of birth of the particular being depending upon ones 'Karma-Samskara' which coincides with Vedanga or the occult science called as 'ASTROLOGY'(each cycle is also taken as 14th years according to Vasista Maharshi and referred in the book Veda Marga).  Further, emphasising the birth of beings as the cause and their life spans as the effect when the astrology automatically steps in.    
Thus 1st cycle of the Sanchita for any native or first print (Agama) horoscope begins with balance dasha bhukti etc., at the time of birth upto 12th years and the counting of the cycle starts  from the planet Jupiter's location in the particular house under Gochara of the Zodiac (since Jupiter is considered as the all knowing intelligence of the entire universe for its effect, the counting of the said 3 cycles of the basic clues are taken from Jupiter).
 Subsequently from, 13th to 24th years is the period of Agama or the 2nd cycle.  Prarbdha being the 3rd cycle runs from 25th to 36th years of age at which time second horoscope co-relates to any spore is drawn in (vice versa) as the clues for further predictions depending upon the strength of the horoscopes.

These clues changes time and again based on the individual and the spouse horoscope as well as the horoscopes of the children 'begotten' by the particular family.  Here again said 3 cycles are exposed to the attraction in the process pf predictive astrology of any family members besides sum total of universal human horoscopes at large.
 In different countries and their locations, predictions for each of such states and their people can also be separately predicted under 'Astrological predictions for major countries of the world'.

This is how the learned astrologer should obtain the clues in reading and predicting any horoscope of an individual or a country (e.g. A person approaches whether he will be able to peacefully pass through these cycles    for a smooth sail of his family life, according to ones aspiration based on his "Karma Samskara" depending upon the cumulative effects of the 3 cyclic clues discussed above.

Example
1. Sanchitha is taken as first deposit in a Bank A/c (such as balance dasha and bhukti etc.)
2.  In birth or Agama it is the transaction one does in the bank based on the deposit and withdrawal which forms the cycle of continuation  to maintain the bank account to indicate the balance sheet, in other words combination of the Dasha/Bhukti, Gochara etc. of the native  and his family journing through their lives.
3.    "Prarabdha" (Daiva & Vidhi Vidhana).  This is considered as the 'external influence' of benific and malefic influence of the divinity over  the native and his family horoscope depending upon the ancestors properties in kind or coin acquired by their forefathers or guardians  whoever it may be which causes variations and speculations in a native’s and his family horoscope, depending upon the previous lives  occurrences of their clues of the said 3 cycles.  This will have direct effect on any individual (horoscope). All of this forms the main  "Bunch of Clues" for the predictive Astrology for the learned astrologers who can search their intellect in them only and find out to their  satisfaction about the KARMA SAMSKARA of every individual who takes birth in this mother earth who derives the Sanskrit Shlokas  which is depicted by the Vedas for the benefit of mankind according to Shruthi Samhitha in Yajur Veda as opined by seers of  astrology.

Here are some clues which are practical and verified as follows:
1. The Dasha is the Karmic consequence of the soul.  The event that is to  come in future is guided by the current dasha/antar dasha  which is prearranged by the destiny.
2.  A planet gives results relating to the houses owned, occupied and aspected by its dispositer during the major or sub periods or transit.
3.   When Jupiter, the largest planet, transits the sign of exaltation of the major or sub period planet.  The proper time of happening can be  deduced  when Jupiter transits the exaltation point or Moola Trikona point of dasha lord.
4.  When Jupiter transits in position triangular to the placement of a house lord i.e., (5th & 9th) the event concerned to that house lord will  take  place during transit period.
5.  When the Sun transits the sign owned or exalted house of dasha-lord or sub-lord. The Saturn is the most evil planet and the transit of  this planet pin points the corrrect time of evil happenings.
6. When Saturn transits the sign of debilitation of the dasha lord or sub lord.
7. When Saturn will transit over the owners of 6th, 8th, 12th houses of a concerned horoscope.
8.  The event pertaining to house will be experienced when the owner of the 1st house or lagna lord transits over the owner of the  concerned house or Bhava lord.
9.  The karaka planet for the affair when transits over the lagna lord or the disposition of Moon, then also the affair will take place.
10.  Movement of both planets, the Lagna lord and Bhava lord, when the two owners (Lagna lord and Bhava lord) conjoins in transit or the  two owners aspect each other in transit.
11.  The transit of the major period or sub period lord will be good if it transit 3rd, 6th, 7th, 10th or 11th houses from the lagna.
12. Also in the 3,5,6,7,9,11, the sign from the sign occupied by the dasa lord or bhukti lord.
13. The 11th house is the house of gains and friendship.  If the owners of the 1st and 11th houses are naturally beneficial and are related to  any house or its lord.
14. See the dispositor of the 9th lord.  Dispositor of 9th lord in Rasi chart as well as in Navamsha chart will give very good results.  See  whether a planet is Arohi or Avarohi as per text of Hora Shastra for the clue of the event.
 These are some of the main clues to know the exact occurrences of the events in general.
